TargetSolutions Creates Advisory Board to Help Meet Needs of 21st Century Law Enforcement Agencies

Board Members Will Provide Feedback to Help TargetSolutions Optimize Its Online Training Management System for Law Enforcement

SAN DIEGO – TargetSolutions, a leading provider of online training for public safety agencies, is excited to announce the creation of a new 11-member Advisory Board for Law Enforcement. This special panel will provide insight to TargetSolutions on how to best develop online law enforcement training applications and course material.

“I am very excited about the establishment of TargetSolutions’ Law Enforcement Advisory Board and the wealth of knowledge and experience it contains,” said TargetSolutions Law Enforcement Content Instructor Stephen Ramirez. “Our Board is extremely diverse and dynamic. I believe TargetSolutions is uniquely poised to fulfill the urgent need for valid, timely, accessible, and effective law enforcement training.”

The Board’s stated mission is to use “in-depth discussions, review processes, protocols, and testing to provide feedback on proposed programs, policies and communications that will maximize TargetSolutions’ ability to meet the daily needs and issues of diverse law enforcement agencies.”

TargetSolutions held its first Board meeting in July and introduced members to the company’s online training management system. Over the past few months, the Board has been conducting a thorough evaluation of TargetSolutions’ training courses to determine where they can be improved. The Board will also advise on content topics for future course development.

TargetSolutions currently features more than 240 online law enforcement training and is accepted in 25 different states, including Texas, Nevada and New York. Courses with videos, interactions, and real-life scenario lessons are delivered through an easy-to-use online training management system.

“The Advisory Board will provide a fresh perspective in criminal justice practices to help TargetSolutions deliver real-time training to 21st century law enforcement,” said Matt Garrison, a former lieutenant of the Texas Department of Public Safety, who now works as a security operations manager and is one of the Board’s 11 members.

“We feel incredibly fortunate to have such a talented group of individuals who are willing to serve on our Board and guide us in our efforts to deliver the best possible training to the law enforcement community. Their selfless contributions and shared passion for improving the industry will help us continue to innovate.”

IAFC’s VCOS and TargetSolutions Announce Winner of 2015 Training Officer Recognition Award

Brad Pinsky knows the exact date things changed for Manlius Fire Department. It was March 7, 2002 when two firefighters died battling a fierce blaze.

From that day forward, the combination department in the village of Manlius of Onondaga County, N.Y. never was the same.

“Training was always important to the department, but in 2002 we lost two of our own in a structure fire,” said Pinsky, who was recently named the recipient of the 2015 Training Officer Recognition Award, which is presented jointly by the International Association of Fire Chief’s Volunteer & Combination Officers Section and TargetSolutions. Pinsky will receive his honor during a special ceremony in August during Fire-Rescue International in Atlanta.

Brad Pinsky

“One of the ways we handled it was by improving the training of both our volunteer and career staff. Our department looked at itself to see how to prevent future incidents from that day forward. We still talk about March 7 with new recruits. It’s part of the history of our department and we try to reflect on the incident and make sure it never happens again.”

Now serving as the department’s assistant fire chief, as well as the municipal training officer, Pinsky has worked to prevent these types of incidents by taking Manlius’ training to a new level. Changes have been made to the volunteer staff’s training requirements. In the past, 35 hours were needed to stay current. Now, the department’s 70 volunteer firefighters not only need 50 hours – a 43 percent increase – but to complete mandatory proficiency tests on numerous skills.

In addition to the higher standards and greater focus on training, Pinsky has brought innovation to the exercises, according to the city’s Mayor Paul Whorrall.

“Since 2010, Chief Pinsky has written hundreds of lesson plans and has taught and led at least 50 drills each year,” said Whorrall. “He organizes two live fire events each year for the full department. Approximately 25 firefighters attend each Tuesday night drill and his lesson plans are used throughout the week to instruct the remainder of the volunteer and career staff.

“His hands-on drills are always active for everyone attending. For example, during the six-week rotation of vehicle extrication, Chief Pinsky ensures that there are four vehicles ready to be cut during the Tuesday night drills, and several other vehicles available during the week for the career staff.”

The Training Officer Recognition Award is designed to acknowledge exemplary conduct befitting of a training officer, which Pinsky has consistently displayed. The award recognizes Pinsky’s creativity and commitment to best practices and operational effectiveness at Manlius Fire Department.

“In today’s fire service, training time competes with every other time commitment; therefore it is necessary to conduct high-quality, engaging training in a variety of formats. The more engaging the training, the more likely the member, be they career or volunteer, is to complete it. The training of today’s fire service is extremely important since that is what keeps the citizens and fellow firefighters safe while responding to and performing emergency operations. The Training Officer Recognition Award is one opportunity to recognize those individuals who have striven to provide their membership and the fire service as a whole the training necessary for members to perform at the top of their game. Assistant Chief Pinsky demonstrates those values both internal to his organization and the greater fire service alike.”

Norvin Collins

Fire Chief with Sauvie Island Fire District (Portland, Ore.) & VCOS Board Member

It’s clear Pinsky’s does it all out of love for the fire service. As a volunteer, he spends more than 15 hours a week working for free while also managing his main job as an attorney with the Pinsky Law Group in Syracuse, N.Y. He is also the co-owner of IamResponding.com, an online mobile service that provides firefighters with dispatches on their cell phones and permits departments and dispatchers to know who is responding to each emergency.

“I start early every day and go late,” said Pinsky, whose commitment to the profession is like many other dedicated volunteers who sacrifice to serve and protect.

“Volunteers do give up free time and family time and they do it for their community and without any expectations of a thank you. They do it because they love it.”

Pinsky is well-known throughout the fire service. He has published numerous articles, including the “Fire Department Law and Management Resource Manual.” He also serves as a speaker and hosts a monthly radio show, “Fire Service Court Radio” for Fire Engineering.

The opportunity to work with the VCOS and honor Pinsky is a great honor for TargetSolutions, according to Executive Vice President Thom Woodward.

“We look forward to FRI when Assistant Chief Pinsky will be recognized for his outstanding contributions to the fire service,” said Woodward. “This award is meant to honor someone who shares the same commitment to firefighter training that we do here at TargetSolutions.”

TargetSolutions Updates Online Training Courses to Comply with New California Laws

California Assembly Bills 2053 and 1432 go into effect Jan. 1 and TargetSolutions is making updates to its coursework to comply with the new regulations.

To conform with AB 2053, which aims to prevent abusive conduct in the workplace, TargetSolutions has revised its Sexual Harassment for Supervisors training for clients in California. To fulfill AB 1432, which requires annual training of mandated reporters, TargetSolutions will release its updated Reporting Abuse, Neglect, and Exploitation of Children during the month of January.

“Whenever we see a major change in law or standard, affecting one of our courses, we ensure our material is up-to-date and compliant with these changes – ensuring they are timely and relevant for our clients,” said TargetSolutions’ Strategic Risk Management Business Unit Manager Kelly Zielinski.

TargetSolutions has updated its Sexual Harassment for Supervisors training course for clients in California to comply with AB 2053.

CA AB 2053
This new law amends California’s sexual harassment training law, AB 1825, to include specific training and education on abusive conduct – often referred to as bullying. This mandatory biennial training is required for all supervisors working in an organization employing more than 50 individuals. To comply with AB 2053, TargetSolutions updated Sexual Harassment Awareness for Supervisors (California AB 1825), as well as Sexual Harassment Awareness for Supervisors (California AB 1825 – EDU), to meet the new requirements.

In addition to updating its web-based sexual harassment prevention training, TargetSolutions has uploaded a document to Community Resources summarizing the bill that can be attached to a course. Please search any of the following terms in Community Resources to locate the document: AB 1825, AB 2053, California, sexual harassment, bullying, workplace bullying, abusive conduct.

Note: If you completed this course after Oct. 21, the new amendment lesson was included in your training.

TargetSolutions will supplement its Reporting Abuse, Neglect, and Exploitation of Children course with information on CA AB 1432.

CA AB 1432
This new law requires school districts and other state educational institutions to annually train employees on their duties under the child abuse reporting laws. TargetSolutions will supplement its Reporting Abuse, Neglect, and Exploitation of Children course with information to comply with employees’ obligations under the Child Abuse and Neglect Reporting Act (CANRA).

CANRA requires all “mandated reporters,” basically any employee who has contact with children, to file a report with local law enforcement or county welfare departments whenever they witness or learn of abuse. In the past, CANRA did not require this training.

If you have any questions about TargetSolutions’ updates to comply with CA AB 2053 or CA AB 1432, please contact us at (800) 840-8048.

Police Officers Will ‘Rise or Fall to the Level of Their Training,’ Says TargetSolutions’ New Law Enforcement Instructor

Industry Expert Hired as TargetSolutions’ New Law Enforcement Instructor to Bolster Online Law Enforcement Training Catalog
SAN DIEGO – Over the past 30 years, Steve Ramirez has held just about every position possible in law enforcement. After his time in the Marine Corps, Ramirez served as an officer, investigator, commander, police academy director, and master trainer, just to name a few.
Ramirez worked 10 years as a police chief in three states and was a peace officer in four. He’s been an expert witness and instructor in police leadership, policy, use of force, and counter-terrorism. Ramirez is currently serving as an adjunct professor for criminal justice at Texas Tech University, as well as the University of Texas-San Antonio, after working as the director for law enforcement, homeland security and institutional research for campus preparedness, safety and security for the State of Texas.
If there is one thing Ramirez’s three decades of experience have taught him, he says, it’s that training is critical to police officer effectiveness.
“Training has always been important, but in today’s environment, it’s mandatory for police agencies to understand just how critical training is to successful outcomes,” said Ramirez, who has been hired as TargetSolutions’ new law enforcement instructor. “When decisions must be made in matters of life and liberty, officers rise or fall to the level of their training.”
In his new position with TargetSolutions, Ramirez, who has a master’s degree in human resource development from Palm Beach Atlantic University and completed post-graduate studies in both adult education (George Washington University) and criminal justice (Sul Ross State University), will review TargetSolutions’ online police training catalog, which currently features more than 240 law enforcement titles.
He’ll also assist in the writing of new course material and will be leveraged as a resource for insight into how police agencies can maximize TargetSolutions’ internet-based training system.
“I am thrilled that Steve will be joining our team,” said TargetSolutions’ Content Architect Jeremy Lynch. “He shares our values and our focus on education, and he places the same strong emphasis as we do on creating a dynamic user experience. He has shown himself to be an extraordinary educator throughout his law enforcement career and has a proven track record.”
In Ramirez’s mind, this is the perfect time to join TargetSolutions as police agencies’ need for mandatory training is magnified each day.
“There is an opportunity to do great things here at TargetSolutions – not just for TargetSolutions, but for law enforcement,” Ramirez said. “Look at what happened in the press coverage at Ferguson, (Mo.). Too many people are asking, ‘should police be allowed to have all this military gear?’ The real question is if police are trained and led well enough to use that equipment in an appropriate and effective manner. In my view, all too often the answer is no. They are not trained well enough. The key to law enforcement success in the age of terrorism isn’t hardware, it is software. Effective training provides the right software.
“What TargetSolutions brings is not just the ability to meet mandatory training requirements online, but the ability to provide, facilitate, and record training and all of the other compliance activities that are essential to a progressive police department.”
