SAN DIEGO – Over the past 30 years, Steve Ramirez has held just about every position possible in law enforcement. After his time in the Marine Corps, Ramirez served as an officer, investigator, commander, police academy director, and master trainer, just to name a few.
Ramirez worked 10 years as a police chief in three states and was a peace officer in four. He’s been an expert witness and instructor in police leadership, policy, use of force, and counter-terrorism. Ramirez is currently serving as an adjunct professor for criminal justice at Texas Tech University, as well as the University of Texas-San Antonio, after working as the director for law enforcement, homeland security and institutional research for campus preparedness, safety and security for the State of Texas.
If there is one thing Ramirez’s three decades of experience have taught him, he says, it’s that training is critical to police officer effectiveness.
“Training has always been important, but in today’s environment, it’s mandatory for police agencies to understand just how critical training is to successful outcomes,” said Ramirez, who has been hired as TargetSolutions’ new law enforcement instructor. “When decisions must be made in matters of life and liberty, officers rise or fall to the level of their training.”
In his new position with TargetSolutions, Ramirez, who has a master’s degree in human resource development from Palm Beach Atlantic University and completed post-graduate studies in both adult education (George Washington University) and criminal justice (Sul Ross State University), will review TargetSolutions’ online police training catalog, which currently features more than 240 law enforcement titles.

IAFC’s VCOS and TargetSolutions Announce Winner of 2014 Training Officer Recognition Award; Special Ceremony Scheduled for Fire-Rescue International

SAN DIEGO — Every year TargetSolutions attends Fire-Rescue International, it is special. The annual conference, scheduled Aug. 13-16 in Dallas, is one of the most important and well-attended events on the fire service’s calendar.
This year’s conference will be especially memorable for the 2014 Training Officer Recognition Award ceremony, which is presented jointly by the IAFC’s Volunteer & Combination Officers Section and TargetSolutions, the industry’s leader in online training and records management.
Capt. Chip Everett Oshtemo Township Fire Department

Captain Chip Everett of Oshtemo Township Fire Department in Michigan edged out a large group of worthy candidates who were nominated for the special honor. Everett will accept the award, created to acknowledge exemplary conduct befitting a training officer, at a special ceremony during the VCOS annual section meeting on Aug. 14.

When Everett first learned he was being recognized for the training he delivers as his department’s training and safety officer, he was taken aback.
“I was really surprised and very humbled, I didn’t even know I had been nominated,” said Everett, whose combination department employs six full-time and 30 on-call members responsible for answering around 2,000 calls each year.
“It is always nice to be recognized for the work you do and the time you put in. But at the same time, I don’t know about having the focus on me, necessarily. We have a really solid group in our county and we do a lot of joint training. It’s not just one person, it’s a broader effort.”
That might be true, but Oshtemo Deputy Chief Rick Griffin believes Everett’s impact on the department and the Kalamazoo County Training Committee has been monumental. In his nomination form, Griffin cited numerous areas where Everett has gone above and beyond, including his work to help standardize training throughout the county, working with the NIST committee, attending the National Fire Academy and train-the-trainer classes to improve his delivery techniques, and many other contributions to the department’s training program.
“Chip continues to develop new ways to provide training,” Griffin said. “One of the recent additions to our department training is a ‘road rally.’ This not only allows our drivers to pick the best route to addresses, but gives the crews tasks to complete at each address. The team with the best time to complete all tasks gets rewarded with dinner. This has helped build teamwork and camaraderie. … His tireless effort to make sure we are one of the leaders in our county makes him the go-to-guy for not only our department, but for members of all of our county’s departments.”

Additional 13 Hours of Online Fire Training Courses Approved for Recertification in Florida and Iowa

TargetSolutions’ RT-130: Annual Wildland Fire Safety Refresher is a four-module online fire training course that has recently been approved for recertification in of Florida and Iowa.

Three states with fire recertification training requirements have approved as many as 13 additional hours of online fire training with TargetSolutions. Florida, Texas and Iowa recently accepted several of TargetSolutions’ newest courses, including five hours of valuable NFPA firefighter training.
NFPA 1584 Firefighter Rehabilitation (Modules 1-2) and NFPA 1403 Live Fire Training Evolutions offer a combined five hours of training that can be applied toward fire recertification hours. In Florida, TargetSolutions’ RT-130: Annual Wildland Fire Safety Refresher (Modules 1-4) added another eight hours of newly recognized training. Recently approved courses have been added where applicable to Certified Credentials inside TargetSolutions’ fire department tracking application, Manage Credentials.
“These courses give platform managers more options as they strategize their department’s training for fire recertification purposes,” said Account Manager Ann Gruetzmacher, who works with clients in the Southeast region. “They are very engaging with dynamic interactions and learning features. We’re excited they have been approved for recertification.”
Here is a breakdown of new hours added for clients utilizing customized credentials:
Florida: Three new course titles – NFPA 1584 Firefighter Rehabilitation (two hours in each module), NFPA 1403 Live Fire Training Evolutions (one hour), and RT-130: Annual Wildland Fire Safety Refresher (two hours in each module) – added 13 hours of training for Instructor I, Instructor II and Instructor III. Courses are not approved for the Inspector level. Texas: The two NFPA courses added five hours for Level I continuing education. The wildland firefighting training course was previously approved. These courses have been added to the following Certified Credentials inside TargetSolutions’ fire department training system: Basic Fire Suppression, Fire Officer I, Fire Officer II, Fire Officer III, Fire Officer IV and Basic Wildland Fire Fighter. TargetSolutions Forms EMS Advisory Board to Help with Development, Upkeep of EMS Continuing Education Courses

The new six-member panel has been formed to deliver TargetSolutions’ Content team with valuable recommendations to improve existing EMS continuing education courses, as well as review new training material during the development process.

“While we strive to produce the most creative and engaging content possible, it is important that we don’t lose sight of the big picture. We are in this to help keep EMTs and paramedics certified. The board was initially created in late 2013 and held its first group meeting during the EMS Today Conference in Washington D.C. in February. With more than 160 hours of accredited EMS continuing education courses available on TargetSolutions’ online training system, the board has a unique opportunity to influence existing courses, as well as future EMS refresher training that can be scheduled, delivered and tracked through the industry’s leading computer-based training platform.

Fran Hildwine, Paramedic: Serving as an EMT since 1986 and a paramedic since 1989, Hildwine is the former director of the Institute for Clinical Education, Simulation, Innovation and Safety with the Crozer Keystone Health System in Delaware County, Pa.

Ricky Rod, RN, CEN, NREMT-P: Has worked in EMS for more than 40 years with the unique distinction as one of the very first EMTs to serve in the United States Navy. Rod currently works as a QA/QI Clinical Nurse Coordinator for the EMS Division, Rural/Metro San Diego and San Diego Fire-Rescue Department. Prior experience includes Paramedic Field Training Coordinator, RN Clinical Educator and Paramedic Field Training Officer.

Brad Smith, Paramedic, Fire Lieutenant: As a member of MA TF-1, Smith responded to the World Trade Center attack and Hurricane Katrina disaster. Smith holds credentials in multiple disciplines for the Department of Homeland Security FEMA US&R system and serves as an agency representative to the Massachusetts State Emergency Operations Center and FEMA Response and Recovery Coordination Center.

TargetSolutions Announces New TargetSolutions Academy, Featuring Special Webinar Series Built to Help Platform Managers Become More Proficient with Online System
