Law Enforcement Advisory Board
The mission of TargetSolutions’ Law Enforcement Advisory Board is to strategically develop ways to improve current courses and software applications, as well as develop future products that meet the unique needs of law enforcement agencies. Using in-depth discussions, review processes, protocols, and testing, the Board provides feedback on proposed programs, policies and communications to help maximize TargetSolutions’ ability to meet the daily needs and issues of diverse law enforcement agencies. Rex Redden’s career began as a patrol officer with the Dallas Police Department in 1989. He went on to work at Collin County Sheriff’s Office and as an assistant chief for McKinney Police Department before being promoted in 2010 to chief of police for the Carrollton Police Department where he still works today.
Rex Redden has served as a narcotics detective and unit supervisor and a member of the dive and SWAT teams. He currently leads a progressive department comprised of 167 officers, 42 civilian staff members, and about 75 volunteer employees. Redden obtained his bachelor’s degree in business management from LeTourneau University in 2001, earning Summa Cum Laude honors. He is a graduate of the FBI National Academy and holds a Master Peace Officer certification and Instructor’s Proficiency.
Elizabeth Tabarani received her Bachelor’s Degree at the University of Texas at El Paso. Currently she is enrolled at the University of Texas at El Paso for her Masters of Science.
Elizabeth Tabarani worked at the El Paso County Sheriff’s Office as a coordinator through the Secure our Schools Grant. Her duties consisted of traveling to the community, schools, businesses and recreations centers giving presentations and trainings on Public safety. Tabarani trains individuals in the community, which includes students, parents and teachers on what to expect and to take the necessary precautions to be safe. From that position she moved on to work as a senior administrator assistant for Internal Affairs at the Sheriff’s Office and is also part the Texas State Guard Maritime Regiment.
Jeffery McGowen began his career with the Harris County Sheriff’s Office in 1992. He attended basic peace officer’s class at University of Houston’s downtown Law Enforcement Academy where he graduated with honors in 1994.
In 1995 Jeffery McGowen was honorably discharged from the United States Army Reserves as a veteran of the Desert Storm war in Iraq. After holding positions ranging from working at the jail facility to the Crime Prevention Unit, McGowen was assigned in 2009 to the Office of Inspector General Bureau as an Investigator in the Internal Affairs Division assigned to the TASER Review section. McGowen has obtained Master Peace Officer, Master Jailer Proficiency, TCLEOSE Instructor, and Certified Crime Prevention Specialist Licenses. He is the past-president of the Texas Crime Prevention Association, past-president and member of the Texas Gulf Coast Crime Prevention Association, and a lifetime member of the 100 Club.
Matt Garrison has served in various roles during his 22-year career, including as a lieutenant in the Texas Department of Public Safety in the Highway Patrol Division.
Matt Garrison has a Master’s Degree in Management from Dallas Baptist University, where he received the prestigious Business Management Honor Award, as well as a Bachelor’s Degree in Criminal Justice from West Texas A&M University and two Associate Degrees in Law Enforcement Administration from Amarillo College. Garrison holds nine TCOLE Instructors licenses, 29 certifications, has completed more than 6,800 education and training hours, and holds a Master Peace Officers commission. He is currently employed at Bell Helicopter as the Security Operations Manager.
Kimberly Jozwiak was elected Justice of the Peace for Precinct 1 in Washington County, Texas in 1998.
Kimberly Jozwiak was later appointed to associate municipal court judge for the City of Brenham before becoming the executive director of the Justice Court Judges Education Center in 2006 where she provided education opportunities for the Texas Justice Court Judiciary and their court personnel. Jozwiak went on to work in court administrator positions in both Williamson and McLennan Counties in Texas before accepting the position of Director of Municipal Court for the City of Corpus Christi, Texas. Jozwiak currently serves as the president of the Texas Court Clerk Association’s South Texas Chapter.
Margarita Quihuis is a Persuasive Technology and Behavior Design consultant and researcher at the Stanford Persuasive Technology Lab under Dr. BJ Fogg.
Margarita Quihuis has consulted and advised Fortune 500 companies, the White House, NATO, Naval Post-Graduate School, Army SOCCOM, and the State Department on the applications of Persuasive Technology and Behavior Design to increase customer engagement, design and understand social movements, and increase positive behavior across cultures and organizations.
