TargetSolutions Forms EMS Advisory Board to Help with Development, Upkeep of EMS Continuing Education Courses

TargetSolutions is excited to announce the creation of the EMS Advisory Board. The new six-member panel has been formed to deliver TargetSolutions’ Content team with valuable recommendations to improve existing EMS continuing education courses, as well as review new training material during the development process.

The board was initially created in late 2013 and held its first group meeting during the EMS Today Conference in Washington D.C. in February. With more than 160 hours of accredited EMS continuing education courses available on TargetSolutions’ online training system, the board has a unique opportunity to influence existing courses, as well as future EMS refresher training that can be scheduled, delivered and tracked through the industry’s leading computer-based training platform.

TargetSolutions took careful consideration during the selection of members for the board, which features a diverse group of experienced individuals from a wide range of settings across the EMS industry.

Here is a brief overview of the members on the board:

Dr. Bradley Elias, MD: Is a board-certified emergency medicine physician in Jacksonville, Florida. He is currently licensed to practice medicine in Florida and is affiliated with the Baptist Medical Center Jacksonville.

Dr. Charles E. Moreland, Battalion Chief: Has 27 years of fire and rescue experience and has worked through the ranks from Firefighter/Paramedic to the Director/Fire Chief of the Jacksonville Fire and Rescue Department (JFRD) in Jacksonville, Florida.

Michael Fraley, Paramedic: Has over 25 years of experience in EMS. He’s held a wide range of roles including flight paramedic, EMS coordinator, service director and educator. Fraley is also the coordinator of a regional trauma advisory council in North Central Wisconsin.

Paul Costello, EMT-P, FF, Fire Service Instructor: Has over 25 years of experience in EMS and fire rescue. His published works include participation in a novel QA/QI initiative that led to an early adoption of the CARES program in his region. Paul is also an award-winning paramedic of his own right, as a former paramedic of the year.

Mike Binney, Training Lieutenant: Has been working in EMS for 12 years and now serves as a Training Lieutenant of EMS at West Metro Fire Rescue in Lakewood, Colorado. Working closely with medical direction, he develops QM-driven curriculum and manages West Metro’s online learning platform for state and national recertification for 375 providers.

Fran Hildwine, Paramedic: A Life Support Educator and Simulation Technician with the Pennsylvania College of Health Sciences and a paramedic with Chester County Hospital.

Ricky L. Rod, RN, CEN, NREMT-P: A QA/QI Clinical Nurse Coordinator for the EMS Division, Rural/Metro San Diego and San Diego Fire-Rescue Department.

Brad Smith, Paramedic, Fire Lieutenant: Started his career in public safety in Newton, Mass., as an EMT in 1981.

The Academy will feature a special six-week webinar series, which opens for registration in early January and continues TargetSolutions’ ongoing effort to bring innovative education to clients.
“We’re thrilled to roll this out in Q1 of 2014,” said Kelly Zielinski, who is TargetSolutions Strategic Risk Management Business Unit Manager. “The TargetSolutions Academy is going to include an engaging webinar series that will help platform managers improve their skills while navigating the platform.”
On Thursday, Jan. 30, 2014, TargetSolutions will host the first of six webinars built to help platform managers become more proficient operating the system. The series is aimed at training administrators and supervisors, who are responsible for managing their organization’s day-to-day utilization, about the platform’s basic functionality.
After completing the six-week series, clients will receive a certificate of completion. Zielinski said she is confident clients will be able to effectively run the basics at that point.
“Participants will learn tips and tricks to simplify primary utilization of the platform,” Zielinski said. “Our goal at completion is effective, independent operation of the platform. Of course, our account management team will continue to be a support, should clients need it.”
Here is a brief outline of the six webinars that will be held during the first TS Academy:
1. Managing Your Users (Jan. 30, 2014): This webinar will cover adding users, modifying user profiles, creating supervisors, defining categories, modifying organizational profiles, etc.
2. Managing Resources and Activities (Feb. 6, 2014): This webinar will cover the File Center, customizing TargetSolutions’ online training courses, creating custom activities, etc.
3. Managing Credentials (Feb. 13, 2014): This webinar will cover how to create new credentials, who credentials are for, and why they are used.
4. Managing Assignments (Feb. 20, 2014): This webinar will cover how to create, validate, record, delete, merge, renew and auto-renew various types of assignments delivered through TargetSolutions.
5. Managing Your Training Strategy (Feb. 27, 2014): This webinar will cover best practices for planning your organization’s training, building learning-track templates, handling employee turnover, etc.
6. Managing Reports (March 6, 2014): This webinar will cover the capabilities of TargetSolutions’ powerful Generate Reports application; giving platform managers more information on how to run various reports, including completions, incomplete assignments, credentials, etc.

TargetSolutions Launches NFPA 1584 Firefighter Rehabilitation and NFPA 1403 Live Fire Training Evolutions

TargetSolutions is excited to announce the creation of two new online fire training courses: NFPA 1584 Firefighter Rehabilitation and NFPA 1403 Live Fire Training Evolutions. The new additions to TargetSolutions’ growing list of NFPA titles are now accessible for the fire service.
“These two courses were musts for TargetSolutions’ course library,” said Jeremy Lynch, who serves as TargetSolutions’ content architect. “We offer many NFPA courses that help train firefighters. We’re happy to offer a course that helps get them back to work when they suffer injuries. And by the same token, preventing injuries during live-burn training events was our goal with the NFPA 1403 offering.”
NFPA 1584 Firefighter Rehabilitation 
Firefighting is a labor-intense occupation. The heavy physical and mental demands placed on firefighters in an emergency can push the human body to its limits — and sometimes beyond. Over half of all fatalities in the fire service are caused by stress, overexertion, and related medical issues, and these also contribute to a large proportion of injuries and illnesses among fire personnel. To protect themselves from overworking and allow them to continue operations in a safe and effective manner, firefighters need to make sure they rest, rehydrate, and reenergize at regular intervals during operations and training exercises.
This firefighter training course reviews the requirements and guidelines for rehab operations. The course discusses topics contained in the NFPA 1584 Standard, and is divided into two modules. The first module discusses aspects related to the regulations and standards pertinent to rehab and their requirements, such as rehab staff roles and responsibilities, pre-incident preparation, and setting up rehab operations at the scene. The second module discusses the practical aspects of rehab related to evaluation and treatment for personnel entering rehab.

NFPA 1403 Live Fire Training Evolutions 

Although the number of on-duty firefighter fatalities has been declining, the proportion of deaths related to training has been increasing, according to NFPA data. In the last decade, more than 100 firefighters have died during training activities, and live-fire training is typically a leading cause of training-related fatalities.
This course reviews live-burn evolutions and emphasizes the importance of safety and compliance with state regulations, NFPA standards, and local policies and procedures established to maintain training effectiveness without compromising safety.

Updates to ISO’s Training Requirements Impact Clients Using TargetSolutions’ ISO Training Tracker

iso-fire-department-training-trackerThe Insurance Services Office (ISO) has made revisions to its Fire Suppression Rating Schedule, including changes to required training for fire departments. Clients managing their ISO requirements through TargetSolutions will need to make adjustments inside the Credentials application to update their departments ISO Training Tracker.

These modifications impact the number of hours needed for ISO-related training topics, making it critical for departments to address their ISO Solution inside the TargetSolutions platform and ensure they are meeting ISO’s new expectations for training compliance.

Here is a breakdown of ISO’s new requirements:

Company Training: ISO is now calling for 16 hours per month for a total 192 hours per year. This is a reduction from 20 hours per month and 240 hours per year that were previously required.

Hazardous Materials Training: ISO is now requiring six hours per year, which is up three hours from previous years.

Driver Training: There have been no changes to the number of hours required for this category. Departments are still expected to have personnel complete 12 hours per year.

New Driver Training: ISO has added 20 hours of training to this category. Personnel now are in need of 60 hours per year, up from 40.

Officer Training: The Officer Certification Requirement remains steady at 12 hours per year.

Recruit Training: Personnel, who automatically get credit if their department requires state certification as an employment pre-requisite, are required to complete 240 hours. This number is unaffected by ISO’s recent changes.

Facility Training: This category, referring to training done at a training facility, is no longer called “Training Drills.” Personnel now are required to complete 18 hours per year, which was reduced from 24 hours.

Pre-Planning Review: ISO is now requiring one review per year. In previous years, this was a bi-annual requirement.

ISO’s revisions are now more aligned with NFPA standards, according to TargetSolutions Product Specialist Tim Riley.

“ISO has really done a great job creating a standard that everyone will be able to follow,” said Riley, who was instrumental in the creation of TargetSolutions’ ISO Solution. “It’s important for clients to understand these changes and make the appropriate updates inside the platform. Its pretty straight forward, so clients should have a smooth transition keeping up with ISO’s standards with TargetSolutions.”

New Save and Assign Tool Enhances TargetSolutions’ Activity Building Capabilities


If you’ve been waiting for an enhancement that allows both platform managers and users to complete different portions of the same activity, you’re in luck! In May, TargetSolutions released its new Save and Assign application, enabling platform managers to partially complete an activity before delivering it to users.

The Save and Assign application is accessible through the Administration tab under Record Completions. This new tool was built for organizations needing more flexibility in tracking evaluation forms, performance reviews and certificate completions. We’re confident all public entities will find value in this enhanced assignment-building tool.

Platform Administrators can assign different parts of the same Activity to supervisors and users for completion.

“This new application makes it simple for our clients to complete different portions of the same activity. This is a big win for groups managing performance reviews or professional certificates with our program, among other things,” said TargetSolutions’ Strategic Risk Management Business Unit Manager Kelly Zielinski.

“Our technology team is always looking for ways to enhance existing applications. This enhancement to Activities Builder gives platform managers more flexibility when creating custom activities.”

In particular, school districts will benefit from this tool when site managers are scheduling performance evaluations, questionnaire surveys, inventory updates or bus checks.

The Save and Assign application immediately helped the DeKalb Fire Department in Georgia when the entire department was required to attend a customer service class, but employees attended at different times. The Save and Assign app enabled the individual users to fill-in information specific to their own class like instructor, class location, etc.

“Save and Assign helps keep training records consistent,” said DeKalb’s Chief Bill Voorhies. “By giving users the ability to fill in information related to a location, or an instructor, and then send it back complete is important to the integrity of our training records.”

TargetSolutions Enhances Its Online Course Catalog for School Districts


School district employees are required by law to report any suspected incidents of abuse, neglect, or exploitation of students. And along with protecting our young people from those incidents comes a responsibility to educate those in charge of our kids on how to handle these types of situations.

The newly revised TargetSolutions course, Reporting Abuse, Neglect and Exploitation of Children, will do just that. The course covers signs of an abusive situation, how to respond if you suspect abuse, neglect, or exploitation, appropriate interaction with students, and what to do if a fellow staff member seems to be acting inappropriately.

“TargetSolutions has courses that help train some pretty important people – firefighters, EMTs, police officers,” said Content Architect Jeremy Lynch. “But the parent in me thinks you’d be hard pressed to find a course in our catalog that’s more important than this one.”

This new course isn’t the only update the School Districts section of the catalog will be receiving, however. Two new titles – Special Education: Proper Use of Seclusion and Restraint and FERPA: Privacy for Students – are expected to be released in the coming weeks.

“Looking out for the children in our communities is everyone’s responsibility,” said Kelly Zielinski, who serves as TargetSolutions’ risk pool business unit manager. After Overhauling Training System in ’11, TargetSolutions Produces More Innovative Development in ’12

Another year is nearly in the books and TargetSolutions couldn’t be more pleased with the platforms’ advancements in 2012 – as well as what’s to come in 2013. After redesigning the training and records management system last year, the company spent this year enhancing numerous features and has even more innovative development planned for the coming year.

“We’ve always been committed to creating the very best training management applications possible, but I think we made a lot of significant upgrades to our system in 2012 that clients are really going to benefit from for a long time,” said Product Manager Misty Pratt.

“That being said, I’m really excited about what’s to come. We’re going to continue looking for ways to create better, more robust tools that help our clients streamline training activities. Our goal is to never stop innovating.”

Here is a look at a few of the upgrades clients saw in 2012:

Reporting Capabilities: TargetSolutions’ team of engineers have made several interface upgrades that have made the reporting engine more intuitive. The team also enables administrators and supervisors to run reports on individual users, search more thoroughly with additional filters and utilize components more effectively. In addition, the team developed an automatic reporting mechanism that makes retrieving valuable employee training records quicker than ever before.

We listened to feedback from some of our clients for improving the usability of our reporting capabilities, said Pratt. With components now working the way they do, its easier than ever for departments to pull the exact type of completion data they need.

File Center: The File Center serves organizations as an online location for storing all types of electronic files, word documents, videos, etc. In 2012, TargetSolutions created a tool that allows multiple files to be uploaded at once – and then managed and updated directly from the upload page. The way files are viewed during processing has also changed. It is now easier to tell when files have been successfully uploaded.

File size restrictions have been removed, as has the session-timer limit on the upload page, said Pratt. That means that you can upload a large file and there is no risk of being logged out due to inactivity.

SCORM: Pulling reports from customized content, such as SCORM gives clients the ability to upload their own courses and deliver them through our platform, said Borghi. This helps clients pull more data than if they were delivering content with a custom activity. We’ve got a number of clients who are benefitting from this powerful tool.

“We wanted to make the new feature as easy to use as possible and I think we’ve done that,” said TargetSolutions’ VP of Operations Alex Day. “We find that our users log in to the platform at different rates, but most people check their e-mail regularly. Having these alerts go directly to e-mail made sense for clients. Now they will be able to know right away when they have new training that needs to be done and it will help improve compliance.”

With those highlighted accomplishments now completed, TargetSolutions is turning its attention to 2013. As far as what’s to come next – you can be confident TargetSolutions will continue to innovate and find answers to our clients training challenges. The best enhancements, however, are a direct result of recommendations from clients. Creating Customized Activities with TargetSolutions Is Essential to El Dorado Irrigation District

The El Dorado Irrigation District in Northern California began operating in 1957, providing drinking water for homes, schools and businesses, as well as recycled water from its wastewater treatment plants to irrigate residential and public landscapes. Water is an essential link within El Dorado County and continues to be an important cog in shaping the county’s economic, ecological and cultural face.

The organization needs a simple and reliable pathway to distribute and track various training requirements. With the organization managing water, wastewater, hydroelectric plants and recreation centers, El Dorado Irrigation District has utilized TargetSolutions since 2009 for organizing and manually setting up training schedules for multiple departments.

“The main reason we use TargetSolutions – and it has been awesome – is to record any type of training our employees have had, including personnel documents,” says Human Resources Technician Dianne Matteson.

“We first started using it for the Sexual Harassment and the drug and alcohol courses for employees and supervisors, workplace diversity, and workplace violence. As we gained momentum, we started creating our own activities. With the Activities Builder application, we have come up with 100 or so activities.”

TargetSolutions has enabled El Dorado Irrigation District to build “custom activities” that cater to specific needs and requirements of the organization. One particular activity this organization has created includes safety inspection lists for managers to record data when inspecting various areas of the plant.

“When creating activities it is easy to do and manage,” Matteson said. “You can add components to it like ‘text’ and ‘certificates.’ ”

From the finance department to the organizations engineers, El Dorado Irrigation District’s employees need to remain compliant with standards that are required by OSHA and wastewater management. With the powerful reporting application the organization is able to generate weekly, monthly, and quarterly reports for supervisors to provide them with vital statistics on incompletion or completions of courses and policies.

The TargetSolutions report generator has saved El Dorado Irrigation District many hours or manual recordkeeping. Eliminating file cabinets and keeping records of training, certificates and personnel documents within the platforms File Center helps the organization make data easily accessible.

West Pierce Fire Rescue Reaps Huge Benefits from TargetSolutions’ Powerful Tracking Applications

In years past, West Pierce Fire & Rescue in Lakewood, Wash., faced numerous challenges managing its records and maintaining compliant. With seven stations it was extremely difficult meeting requirements without a comprehensive and powerful training management platform.

“We had a records management system that was not user-friendly,” said Captain Jay Sumerlin, who is responsible for ensuring the department is properly trained and is using its available resources to become the best, most efficient department possible. “We would have to type in every class individually. It offered no starting point.”

The complicated process did not end with the department’s old and cumbersome computerized system. Sumerlin also had to manage various paper files the old-fashioned way, which was extremely difficult and time consuming.

“Some stuff was on paper, some was online,” said Sumerlin. “We were relying on two or three different platforms to track training records.”

With the training demands that are placed on fire departments at a national and state level, depending on numerous tracking methods to maintain compliance was becoming increasingly inefficient for West Pierce Fire & Rescue. Fortunately it found an affordable and viable option for increasing efficiencies and maintaining compliance in TargetSolutions in July of 2010.

“TargetSolutions gave us the ability to schedule classes for individuals and hold them accountable for training,” Sumerlin said. It is great for tracking exactly who did what and when they did it.

The first-hand experience of dealing with the difficulties of using multiple sources to track training and maintain compliance makes Sumerlin grateful that TargetSolutions provides a platform that brings everything together.

“The best part is that it puts everything in one place,” Sumerlin said.

Sumerlin also enjoys the overall functionality TargetSolutions offers. With tools like e-signatures, sending out documents and ensuring they have been read is simple.

“Whenever there’s a change to a policy, we send it out through TargetSolutions and each member can check the box that lets us know that they have read and accept the new policy – whereas before, we would have to set aside time in meetings to give them the new policy and then have them sign a piece of paper saying that they read it,” said Sumerlin. “With all of those paper files, who knows where they all ended up.”

West Pierce Fire & Rescue also takes advantage of Web Events, which is an additional service TargetSolutions offers for departments to conduct live training exercises without having to take personnel out of their stations for group sessions.

“We use Web Events to host online meetings that we broadcast live to all of our stations and then create courses that coincide with the lesson,” said Sumerlin. “This keeps everyone at their stations, which shortens response times and makes them that much closer to potentially saving lives.”
